Abstract: The international cooperation model of mineral resources in Shaanxi Province is rely mainly on cooperation development,quality merger and risk exploration,while the project contracting and technical transformation are the subsidiary modes,but the problems of lacking of service function of government,unsoundness in the risk prevention mechanism and tediousness in approval process are existed obviously.Under the background of “The New Silk Road”,Shaanxi Province is the starting point of “The Silk Road”,it is imperative to carry out the international cooperation community of mineral resources to solve the development problems of the mineral resource in Shaanxi Province.The comparative study results show that the sharing the fate idea is the goal-directed to establish cooperation community,mutual development ideal is the essential regulation of the establishment of cooperation community,mutual sharing the benefits ideal is the material basis of the establishment of cooperation community.Interactive development between government and enterprise,establishment of the diversification path of cooperative development,strengthen the public relationship of both cooperation sides and reinforcing the selection of investment district are the effectively measures to establish the international cooperation community mode of mineral resources in Shaanxi Province.
