Abstract: The five-hundred years' exploration in Anshan mining area not only brings the regional economic development, but also leads to the deterioration of ecological environment. Aiming at the problems in Anshan environmental treatment, and in combination with the present mining environmental laws, a lot of countermeasures are proposed, such as establishing the environmental administration office of surface mining, determining the responsibility of the functional departments，supervising and guiding the whole process of mining，introducing market competition mechanism for the environmental improvement of mining areas，and raising funds from many aspects etc.
