Abstract: The paper analyzes the defects in the current standard for atmospheric pollutant emission and puts forward the principle, framework, emission limits and basis for formulating a new standard. The emission limits should include the upper limit for emission concentration, the limit of unit product emission at exhaust funnels and the upper concentration limit for unorganized emission.
