金属矿山绿智化提质升级的思考与展望

摘要: 面对保障国家资源安全的战略需求与日益严峻的安全环保压力,我国传统金属矿山亟待突破产能效率 低下、资源损失严重、智能化水平不足及安全环保问题突出等多重困局,迈向绿色化、智能化的提质升级新阶段。立足 于国家资源安全保障与矿业高质量发展的战略高度,论述了我国传统金属矿山绿智化升级的必然路径与科学模式。 系统分析了金属矿山绿色开采的转型困境,定义了矿山绿智化升级的核心内涵,梳理了金属矿山绿智化升级的转型 路径。面对长期存在的开采低效、资源损耗高、智能化滞后、安全环保问题突出等行业共性困局,金属矿山绿智化升级 应以“绿色、低碳、可持续”为根本目标,深度融合新一代信息化技术和智能化装备,形成覆盖矿山全生命周期的新型 开发模式。通过系统性技术创新实现根本性突破,确立以“三位一体”无尾绿色开采新模式、与膏体充填智能化工艺 相匹配的装备体系和贯穿矿山全生命周期的数字化管控体系为核心的技术框架,形成覆盖“技术—装备—管理”的完 整解决方案。该方案通过建立无尾绿色开采新模式、统筹管控的智能平台与矿山全流程数据驱动闭环,实现了资源 趋近零浪费、生产全流程优化与安全效能显著提升的转型目标。实践证明:绿智化升级不仅有效破解了传统矿山的 关键瓶颈问题,更为构建安全、高效、生态、智能的现代化矿产资源供给体系提供了战略支撑,对于推进矿业领域现代 化建设和保障国家资源安全具有重大意义。“十五五”乃至更长一段时期,我国金属矿山绿智化升级应围绕强化顶层 设计与规范引导、深化系统认知与模型构建、聚焦关键短板与集成创新、构建开放共赢的产业新格局等方面开展攻 关,系统性地应对“后开采时代”面临的挑战,推动我国建成安全、高效、智能、生态的现代化矿产资源保障体系。

Abstract: Facing the strategic demands of safeguarding national resource security and increasingly severe environmental and safety pressures,traditional metal mines in China urgently need to break through multiple constraints,including low pro ductivity,severe resource loss,insufficient intelligence,and prominent safety and environmental issues,so as to transition to ward a green and intelligent upgrading phase.Based on the strategic importance of national resource security assurance and high-quality development of the mining industry,this paper discusses the inevitable pathways and scientific models for the green and intelligent upgrading of China′s traditional metal mines. It systematically analyzes the transformation dilemmas of green mining in metal mines,defines the core connotation of green and intelligent upgrading,and outlines the transformation pathways.To address long-standing industry-wide challenges such as inefficient mining,high resource consumption,lagging in telligence,and prominent safety and environmental issues,the green and intelligent upgrading of metal mines should take "green,low-carbon,and sustainable" as its fundamental goal,deeply integrating new-generation information technologies and intelligent equipment to form a novel development model covering the entire mine lifecycle.Through systematic technological innovation to achieve fundamental breakthroughs,a technical framework centered on a "three-in-one" tailings-free green min ing model,equipment systems matching the intelligent cemented paste backfill technology,and a digital management and con trol system throughout the mine lifecycle is established,forming a comprehensive solution covering "technology-equipment management".This solution achieves the transformation goals of near-zero resource waste,full-process production optimization, and significantly improved safety performance through the establishment of a tailings-free green mining model,an integrated in telligent platform for coordinated control,and a data-driven closed loop across the entire mining process.Practice has proven that green and intelligent upgrading not only effectively resolves key bottleneck issues in traditional mines but also provides strategic support for building a safe,efficient,ecological,and intelligent modern mineral resource supply system,which is of great significance for advancing the modernization of the mining sector and ensuring national resource security.During the "15th Five-Year Plan" period and beyond,the green and intelligent upgrading of China′s metal mines should focus on strengthening top-level design and regulatory guidance,deepening systematic understanding and model construction,targeting key weaknesses and integrated innovation,and fostering an open and win-win industrial landscape,so as to systematically ad dress the challenges of the "post-mining era" and promote the establishment of a safe,efficient,intelligent,and ecological mod ern mineral resource security system in China.
