Abstract: There are many factors in selection process of the development schemes   In order to avoid the influence factors for development schemes evaluation，such as personal subjective judgment，liking and so on，an comprehensive evaluation method for development schemes was proposed based on the theory of AHP and SPA.Lots of qualitative and quantitative indexes were taken into comprehensive account.AHP is firstly used to determine the index weight.Then, the identica1 degree decision matrix was formed according to the identica1 degree of the corresponding index value between the evaluated plans and the ideal plan.The optimal plan was obtained through comparing the corresponding value of each plan in the weighted identical degree matrix.Meanwhile，taking the development plan optimization in the Huangmailing Phosphate Mine for example，the operation process of this model was specifically described， proving that the method had the superiority in development schemes selection process
