Abstract: Mining system engineering is a necessary tool for the modernization of mining industry and it plays an important role in the construction，decision and management of mine.Basic characteristics of mining system engineering，a kind of complexity，are described from the view of complex engineering and complex system，and its manifestation is given.Based on system view and with the background of construction of regional mine in the Yunnan Tin Corporation（YTC)，the regional mine building mode is analyzed from three aspects of resources integration，reconstruction and optimization of production system and intensive mining.The regional mine building model embodies the practical application of thought，theory and method of system engineering in modern mining engineering.
