Abstract: Safety is first the human life safety and the purpose of safety work is for people and the responsibility also lies in people. The significance of safety work is discussed from the safety management connotation, safety cultural core and “giving priority to people” concept. It is held that only by persisting in taking the people in the first place can the safety production be realized, and only by realizing the safety production can the viewpoint of “giving the priority to people” be embodied.
