Abstract: The paper analyzes the difficult situation faced by China's mining cities in their transforming process from their economic structure, environment, employment and social security, describes the experience of foreign mining cities in their transformation such as Houston, USA and Ruhr, Germany, and makes beneficial some suggestions on the formulation of the policies relating to investment, financing, taxation, talents and environment.
