Abstract: Through building a complete system of supply security for metal mineral resources，Japan achieved the effective protection of mineral raw materials for industrialization and economic stability.Japanese ways of obtaining overseas resources includes buying mine，buying mine on loans and development and self-exploration in overseas.These three ways are used synthetically.Japan's policies of obtaining overseas resources include a comprehensive diplomacy to resource countries（including government leaders and ministers' diplomacy，economic assistance，technical assistance，the conclusion of FTA and other bilateral trade agreements，etc )，implementing financial policy supports（ including loans，subsidies，debt guarantees，insurance，tax incentives，technical support and the provision of exploration development of mining industry，etc) to Japanese companies' overseas investment，and providing the comprehensive information of overseas mining industry for totally supporting the overseas independent development.
