Abstract: Tungsten is a traditional dominant mineral in China, and the total production control system has been implemented for many years.However, due to the various interferences in the actual production, the suppression resources policy has always resulted in the expansionary development, thus leading to the resource base in the development of China's tungsten industry weakened, and the phenomenon of low level exploration not improved.It is urgent to control the demand of export to inhibit the excess export and the weakened resources base.Considering the total control allocation in production reform, the fine and confiscation management system for overcapacity is built.And combining with WTO rules, the export tariff adjustment programs of tungsten and other related proposals are put forward.
