Abstract: Submarine mining exploitation is rare at domestic and overseas.Xinli mining area of Sanshandao Gold Mine，is the first metal mine carrying out submarine mining exploitation in our country.It is necessary to make a full investigation on submarine safety of metal mining.According to production practice and relevant experience at home and abroad，the perturbation layered back-filling method of low room pillar settlement in quasi strata outside vein is proposed and reasonable mining quasi scheme and recovery sequence are determined.Industrial test results show that the perturbation layered back-filling method of low room pillar settlement in quasi strata outside vein has significant advantages of more working faces，higher mining intensity per unit area，higher mining efficiency and so on.It is of great significance for submarine exploitation and owns remarkable economic and social benefit.
